China Is Training Military AI With Knowledge Extracted From American Models

China’s artificial intelligence ecosystem is rapidly advancing through a controversial technique known as model distillation, with mounting evidence suggesting that military-linked entities are extracting high-value capabilities from leading American AI systems.

Distillation, or “knowledge distillation,” refers to training a smaller AI model using outputs generated by a more advanced “teacher” model.

While widely used across the industry for efficiency gains, Chinese researchers are increasingly applying adversarial distillation an approach designed to replicate advanced reasoning capabilities while evading detection.

These efforts are particularly focused on capturing “chain-of-thought” reasoning, a critical feature that enables models to solve complex problems step by step and remains a key advantage of U.S.-developed systems.

According to multiple Chinese academic papers published between 2024 and 2026, this process is being systematically refined.

Research linked to institutions such as the Chinese Academy of Sciences (CAS), the People’s Liberation Army (PLA), and state-backed universities highlights deliberate attempts to extract reasoning traces from Western models and embed them into domestic systems.

Some studies explicitly explore techniques to obscure evidence of distillation, including removing identifiable “watermarks” and minimizing anomalous features that could reveal a model’s origin.

The issue gained international attention in July 2026 when Moonshot AI released its Kimi K3 model, claiming parity with leading Western systems like Anthropic’s Claude Fable 5. U.S. officials and industry leaders quickly raised concerns that such progress may have been achieved באמצעות distillation.

The White House Office of Science and Technology Policy had earlier warned of “industrial-scale campaigns to distill U.S. frontier AI systems” in its April 2026 report. Major AI firms, including OpenAI and Anthropic, have also documented attempts to exploit their models through distillation-based attacks.

Jamestown research said that, policy disclosures indicate that this practice is not only accelerating China’s progress toward frontier AI but also raising significant national security and ethical concerns.

Technical evidence further supports these claims. A 2025 study demonstrated that several Chinese models, including DeepSeek-V3 and Qwen-Max, exhibited responses suggesting foreign origins when probed under controlled conditions.

China’s AI ecosystem

In parallel, U.S. Treasury officials reported detecting embedded markers from American models within Chinese systems, reinforcing concerns about unauthorized knowledge transfer.

Beyond commercial implications, the most critical risk lies in how these distilled models are deployed. Research tied to PLA-affiliated institutions shows active development of AI systems for cyber operations, surveillance, and military intelligence.

For example, studies from Army Engineering University describe distilling “attack knowledge” into lightweight tools capable of bypassing safeguards in Western AI models.

Other work demonstrates the creation of proxy models for conducting black-box attacks and extracting sensitive capabilities from closed systems.

Distillation is also being integrated into China’s public security infrastructure. State-owned entities such as China Electronics Technology Group have developed distilled models optimized for edge devices, enabling advanced facial recognition and real-time surveillance in low-resource environments.

Additional applications include social media monitoring, automated content moderation, and cyberattack attribution.

A key concern is that distilled models may not inherit the safety guardrails embedded in their Western counterparts. This creates the potential for misuse in areas restricted by original developers, including mass surveillance and offensive cyber capabilities.

Moreover, ongoing research into stealth techniques such as adversarial training to evade detection suggests that future distillation efforts may become increasingly difficult to trace.

Legal and regulatory challenges further complicate mitigation. Some Chinese scholars argue that distillation operates in a gray area, as it captures functional behavior rather than directly copying protected content.

Proposals within China even advocate for compulsory licensing frameworks that would legitimize the extraction of foreign AI capabilities.

As adversarial distillation matures, it is becoming a strategic tool in China’s pursuit of AI self-reliance and military modernization.

Analysts warn that without effective safeguards, the technique could erode the technological lead of Western AI firms while enabling rapid proliferation of advanced capabilities across military and surveillance domains.
