Cisco IOS XR Vulnerability Exposes Systems to Root Command Execution by Attackers

Cisco has issued high-severity software updates to address two high-severity privilege escalation vulnerabilities in its IOS XR Software.

Network administrators must take immediate action, as these security flaws could allow an authenticated, local attacker to execute arbitrary commands as the root user or gain complete administrative control over affected devices.

Because these routers often serve as the backbone of enterprise networks, securing them against unauthorized administrative access is a top priority.

Vulnerability Overview

The two vulnerabilities are tracked independently, meaning an attacker does not need to chain them together for a successful exploit. Both flaws carry a High severity rating with a CVSS base score of 8.8 out of 10.

The first vulnerability, identified as CVE-2026-20040, is a Command-Line Interface (CLI) privilege escalation flaw.

It exists because the system fails to validate user arguments properly passed to specific CLI commands.

A low-privileged attacker logged into the device could submit crafted commands at the prompt to elevate their privileges.

A successful exploit grants the attacker the ability to execute arbitrary commands as root on the underlying operating system.

The second vulnerability, identified as CVE-2026-20046, is also a CLI privilege escalation issue but specifically affects Cisco IOS XRv 9000 Routers.

The incorrect mapping of a specific CLI command to task groups in the source code causes it. Using this command, a low-privileged attacker can bypass task-group-based security checks.

This allows them to elevate their privileges and perform unauthorized administrative actions on the router.

Cisco has also confirmed that other operating systems, including standard IOS Software, IOS XE Software, and NX-OS Software, are not vulnerable to these specific flaws.

Mitigations and Workarounds

Cisco strongly recommends that all administrators upgrade their affected systems to the latest fixed software releases. The remediation approach differs slightly for each vulnerability.

For CVE-2026-20040, patching is mandatory because there are no available workarounds. System administrators must apply the provided software updates or Software Maintenance Updates (SMUs) to secure their devices.

For CVE-2026-20046, a workaround is available for devices configured with TACACS+ authentication, authorization, and accounting (AAA) command authorization.

Administrators can use this feature to limit command access strictly, denying non-administrative users access to unauthorized commands.

Cisco has provided security patches in new software versions, such as 25.2.21 and 25.4.2. Network administrators running older versions, such as 25.1 and earlier, or those on the 25.3 release branch, are advised to migrate to a fixed release immediately.

Software Maintenance Updates (SMUs) are also available to help organizations patch rapidly without a full system upgrade.
