Franklin County, Kansas, has fallen victim to a ransomware attack that compromised the sensitive data of nearly 30,000 residents.
The breach occurred on May 19, 2024, and was not discovered until August 29, 2024.
According to a report submitted by Matthew Meade, an attorney with Eckert Seamans Cherin & Mellott and legal counsel for Franklin County, the attack involved an external system breach through hacking.
This incident marks a serious cybersecurity lapse for the county, exposing names and other personal identifiers.

According to the Office of the Maine Attorney General report, the data breach affected 29,690 individuals, including eight Maine residents.
While the number of affected Maine residents is relatively small, the breach underscores the widespread impact of cyberattacks on local government entities.
Franklin County has taken steps to notify affected individuals through written communication, with notifications sent out by September 20, 2024. The county also offers identity theft protection services to those impacted by the breach.
In response to the attack, Franklin County works closely with cybersecurity experts to assess the damage and prevent future breaches.
The county has not disclosed specific details about how the hackers gained access to their systems but is committed to enhancing their cybersecurity measures.
Legal counsel Matthew Meade emphasized the importance of transparency and swift action in addressing such incidents.
“Our priority is to protect our residents’ information and ensure that we take all necessary steps to prevent similar occurrences in the future,” Meade stated.
This breach highlights the growing threat of ransomware attacks on government entities and the need for robust cybersecurity protocols.
As local governments continue to digitize their operations, ensuring data security must remain a top priority to safeguard citizens’ personal information.
