TA416 Broadens Europe Spy Campaign With Web Bugs and Malware

China-aligned threat actor TA416 has resumed large-scale espionage against European governments.

It is now expanding to Middle Eastern diplomatic targets, combining web bug reconnaissance with constantly evolving malware delivery chains that culminate in a customized PlugX backdoor.

From mid-2025, TA416 restarted regular targeting of European government and diplomatic entities after a two‑year lull, with a heavy focus on mailboxes linked to EU and NATO missions.

This renewed activity closely followed the 25th EU–China summit and unfolded amid growing tensions over trade, the Russia–Ukraine war, and critical raw materials.

In 2022, Proofpoint reported on high-volume TA416 activity targeting European governments, which increased sharply as Russian troops began amassing on the border of Ukraine.

In March 2026, as the Iran war reshaped regional security dynamics, TA416 extended its operations to diplomatic and government entities across the Middle East to collect intelligence on the conflict’s trajectory and geopolitical impact.

Web bug recon as the first stage

TA416 blended classic phishing with web bug tracking to profile potential victims before deploying malware.

The group sent waves of emails from freemail accounts, spoofed diplomats, and compromised government inboxes, embedding tiny tracking pixels that silently leak IP address, user agent, and open time when the email is viewed.

Lures ranged from “urgent humanitarian concerns” and interview requests to a copied article arguing Europe should send “tripwire” troops to Greenland, with unique URLs enabling per‑recipient engagement tracking and click‑through reconnaissance.

Between late 2025 and early 2026, TA416 cycled through several technical delivery chains but kept a single objective: loading its custom PlugX backdoor via DLL sideloading triads.

Campaigns abused fake Cloudflare Turnstile challenge pages impersonating Microsoft login flows, Microsoft Entra ID (OAuth) redirects pointing from trusted Microsoft URLs to attacker domains, and archives bundling a renamed MSBuild executable with malicious C# project files that download and launch PlugX components.

Across these variants, the group relied on ZIP smuggling with LNK files or CSPROJ downloaders to drop a signed executable, a loader DLL, and an encrypted payload that ultimately injects PlugX into memory.

PlugX upgrades and stealthy C2

TA416’s PlugX variant continues to evolve with new obfuscation and command‑and‑control (C2) tricks designed to evade detection.

Recent samples use signed third‑party executables for DLL sideloading, complex loader logic with API hashing and junk code, and a two‑stage configuration scheme where RC4‑encrypted blobs are further protected via rolling XOR.

C2 traffic is carried over HTTP using RC4‑encrypted binary messages, and newer builds drop older Fetch‑style headers in favor of random cookie values and fully randomized URI paths to blend in with benign web requests and break signature‑based detections.

TA416 adapt its initial infection chain once again in campaigns linking to archives hosted on Google Drive or a compromised SharePoint instance.

Operationally, TA416 now leans on re‑registered, previously legitimate domains fronted by Cloudflare CDN and hosted on favored VPS providers, deploying only minimal fake websites to keep domains looking plausible while obscuring real infrastructure.

Vendor reporting links TA416 with or adjacent to clusters tracked as RedDelta, Red Lich, Vertigo Panda, SmugX, DarkPeony, and broader Mustang Panda–related ecosystems, though Proofpoint assesses that TA416 maintains distinct tooling, infrastructure, and targeting from related clusters such as UNK_SteadySplit.

For defenders in Europe and the Middle East, this sustained activity signals that TA416 is likely to keep experimenting with initial access via spearphishing while iterating on PlugX and its C2, making layered email, identity, and network controls essential in the coming months.
